Jean St-Gelais is currently the Chairman of the Board and Chief Executive Officer of La Capitale Assurance et services financiers. With offices across Canada, this $7.1 billion dollar Québec institution offers insurance products and financial services through its subsidiaries and their 2,740 employees.

With experience in public administration and a Master’s degree in economics from Queen’s University, Mr. St-Gelais has held several strategic positions and managed a number of large projects. He is a proven administrator with a wealth of knowledge in the financial, public and para-public sectors.

Following a stint at the Bank of Canada, Mr. St-Gelais held various positions within the Ministère des Finances du Québec from 1985 to 2001. As the deputy minister for fiscal policy, budgets and financial institutions, he successfully managed budgets to eliminate deficit spending. He also served as secretary for the Commission sur la fiscalité et le financement des services publics.

In 2001, the Premier of Québec appointed him Secretary General of the Conseil exécutif. In 2004, Mr. St-Gelais took the reins of the brand-new Autorité des marches financiers (AMF), where he orchestrated the merger of Québec’s five financial regulatory bodies and ensured that Québec retained crucial expertise following the merger of the Montréal and Toronto stock exchanges. During his two terms as head of the AMF, he also chaired the Canadian Securities Administrators and contributed to the implementation of the harmonized passport system.

In 2011, Mr. St-Gelais left the AMF for Revenu Québec, where he oversaw the conversion of this government department into an agency and made the fight against tax evasion a core goal.

In 2012, Mr. St-Gelais was once gain called upon to serve as the Secretary General of the Conseil exécutif. Following another term at the Commission des normes du travail, he retired from public service in 2015 and became a member of the board of directors of La Capitale. He was appointed chairman of the board and chief executive officer on May 2, 2016.

Dedicated to giving back to his community, Mr. St-Gelais is involved with a variety of organizations and chairs the Fondation du Musée national des beaux-arts du Québec and the Association des économistes québécois.
